This is a recent issue I had no issue until I restarted Fallout 4 today ( although I did unplug one of my hard drives which had nothing on it to do a test install of windows 10 but that was without any other drives plugged in and since this was just a data drive it shouldn't matter especially since it wasn't being used. There is more than enough space on both drives ( C: and E: ) and on cloud. I've tried: Disabling cloud, deleting all saves except newest ( with cloud enabled it copies the others back properly cloud is also only using 200mb of 800mb ), running Fallout 4 as admin, verifying local integrity of files, adding Everyone to My Games in My Documents under security, copying FalloutPrefs.ini original file to the Fallout4 dir in My Games.
